tried to call dozens of times no one answers phone

I have always found helpful and polite employees at this office. However, 3 times in the past 6 months, I have sent packages via priority mail, and each one has not been received on time and have not been delivered or floated from place to place took 1 to 3 weeks to arrive or be sent back. The 800 line is useless, the individual post offices allow phone to ring about 12 times and then disconnect or give a buzz signal. I like the local office, but the USPO is a disaster. So sending packages to large cities is like Russian roulette.
