On 20 Feb, 2020 at 0945I was in the Nellis AFB Post Office mailing a birthday card for my father. The card was purchased from Albertson Grocery Store and it was a regular sized card. Ms. Gwen charged me $3.90 for a regular sized birthday card. Ms. Gwen stated the card was cardboard and wouldn't bend. Then proceeded to tell me it cost extra for ribbons etc. The card was going from Nellis to Oakland, California. I would like to know is this the US Postal Service policy to charge a flat rate for a regular sized birthday card. In the past, the post office would weigh the card then charge accordingly. Is this a new policy nation wide?
