2nd week without market flyers being delivered to addresses along route 9...and it's not the 1st time this has happened. Aren't they considered to be mail????

On 02-09-2015 Since when does the United States Postal Service Park in all the available HP spaces so that a persons with a disability had to park in front of the space navigate a snowy entrance that was not salted, with forearm crutches? I'd like an answer using all the principles and law set down in the Americans with Disabilities Act...PLEASE! (I needed to get a service dog application in on time lest you tell me I should have stayed home. Even if you think the latter you are sorely misguided about the moxie of people with disabilities who are determined to be independent.)
