For what reason is the Lobby of Post Office located at 230 North 4th Street locked after 12:00 Noon on Saturdays when the lobby of the West Lafayette, IN post office remains open, but the postal clerk's window is closed?

The postal worker at the window had no plausible excuse why a package was not delivered to me so I contacted the online company to resend. They did gladly however, THE POST OFFICE STILL DID NOT DELIVER ITS!!!! The tracking# shows as delivered with a timestamp however again I do not have it. Oh and no one answers the phone. Aarghh!!!
