i would like to ask if i get money Ordered through the mail , will it be delivered or do I have to go to the post office to get it

I was very confused as to why my mail was not always being picked up from my box. I was told from an employee that if I have no mail the carrier does not have to pick up either. Why then do I have a mail box at all??? why don"t all of us just go to the main office and drop off or pick up our mail. This seems like a very big disservice to us here in Independence!!!
