Wonderful government office where the phone rings and rings without anyone answering. Once in a while you get a busy tone, what does that mean? If you go to the USPS office on E. Bayshore in Palo Alto for passport services, there are 2 people who don't speak English with confidence running the show. They give out numbers to serve and if you are not there by 12:30PM you can forget getting served. They tell you "come back tomorrow". Probably 1 employee running the show here too who shuts off the phone after getting enough appointments....what a joke! Who do you report this kind of behavior to?

I tried calling this office for three days in a row during their business hours to make an appointment for a passport. My calls were not answered.

You need an appointment for a passport but no one answers the phone if you show up they won't do it. A catch 22.
