It says my package was delivered but there wasn't a package in the mail box or sitting outside

This post office needs improvement and needs better screening for their delivery drivers they hire. We keep getting other people's packages and have to call the Post office to come and pick it up to deliver to the right house. Today our envelope package was cut on the side(possibly by accident) and the item (a part to our a/c) and packaging slip was gone. It was just the envelope. If the carrier was paying attention they would've noticed? I thought maybe someone took it from our mailbox but my husband pointed out that would've taken the Amazon box package too. Jourdanton USPS needs new and better carriers.
