Just moved to the king Arthur court apartments need to know if the post office will charge me for a key for my mailbox at the apartment

I moved to this house in 2016 and when I moved to this house I put a lock on my mailbox. The reason is that there are to many thieves around in my area and the neighbors don't care if they see something they don't say a word. I received a letter from the U.S. Post Office here that I'm not allowed to have a lock on my box. Why did they wait this long to tell me anything about my box being locked. Thank you for your time...
